Thanks for posting in and thank Dave for the answer.
Actually, to migrate the Public Folders, it is recommended to save Public
Folders to .pst on a client machine and then Import them on the new
Exchange Server
For your information:
Migrating from Small Business Server 2000 or Windows 2000 Server to Windows
