You'd have to enable both out of office replies to the internet, and
autoreplyy/autoforward, to the internet, in Exchange System Manager - these
are both disabled by default, and for good reason (esp. as concerns the
latter). OOF is fairly safe, but instruct users NOT to put much personal
info in there, nor email addresses, etc.
For the latter, don't use Outlook rules. If you want mail to go to an
outside address, create an AD contact in ADUC and assign it the address,
then set up a forward in the properties of the mailbox.
