POP3 Mail Account in Outlook

In SBS 2003 SP1, I added an a POP3 email account in Outlook 2003 on SBS 2003
(running Exchange 2003) and am consistently getting errors in trying to
reach the POP3 server.
I tested the POP3 account (which I know works) on other computers on the
same domain and get the same problem
The Exchange server is working using Exchange mail (not the POP3 connector)
ISA 2004 with the desktop client running

I've done the same setup (adding a POP3 accoun to Outlook 2003) on other
servers and it worked as long as the ISA Desktop client was working.
Any ideas?
