Thanks for your update.
Do you mean you are using RRAS as firewall of your SBS? If so, to allow the
incoming port 20 on RRAS firewall, you can do as following:
1. Open Routing and Remote Access console.
2. Expand Server name and IP Routing.
3. Click NAT/Basic Firewall and then double-click on the Server Local Area
Connection in the right pane.
4. On the Services and Ports tab, click Add.
5. Type incoming port 20, outgoing port 21.
6. Click OK.
7. Restart RRAS.
