Based on my research, there is not bandwidth control utility in Microsoft
products. I have confirmed from the Product Group. Currently, they are
working with our partner offering for bandwidth control solutions. There
will be the bandwith control solution for ISA 2004 in the future.

I have also performed the research in Internet and I found a third party
hardware which can control bandwidth:
