disable Firewall on NICs through Group Policy. If I have misunderstood your
concern, please let me know.

Based on my knowledge and research, Group Policy cannot disable Firewall
according to the NICs. I am not sure what exact issue you have encountered,
so please help to gather the following information for research:

a. May I know what your exact concern is? Do you have any difficulties
using the VPN connection?
b. Could you please explain in detail "ABC dialup/VPN connection"? Do you
mean Dial In or Dial Out?

For your information:

When a remote client VPN dials in to the SBS 2K3 Domain, the SBS Server
will assign a virtual IP address for the remote client. However, there is
no Firewall enabled on it. Firewall is only enabled on the physical NICs.
