How to work around Terminal service

In our SBS2003 network,we have Win2000 Server(sp4) member server. I've never
been able to RDC to it from my XP laptop. Terminal service was stopped and
can't be started somehow. I am certain terminal service is installed. The
error msg is " the terminal service was not started in a timely fashion...".
I did reinstalled terminal service in Windows component, the error msg
persists. Can anyone suggest anything? It also happens in another company's
Win2000 domain environment.
