My goal is to set up the 2003 server as a file and web server. How many Licenses do I need to buy? and what happens if you exceed the number? My WIndows 2000 machine just logs an error that it is out of lisences but everything works.

users on a lan accessing the server will each need a CAL. I believe the web server doesn't need CAL's, your only limit is your bandwidth.
