Thanks for your update.

The Exchange Migration Wizard can migrate all user mailboxes. However, you
must manually export mailbox rules because they are not preserved.
Additionally, the wizard does not migrate the Administrator account mailbox
and rules or the public folders. You must export them from the source
server and then import them to the destination server.

To export public folders and the Administrator account mailbox and rules,
you can refer to the following steps:

1. On a client computer running Outlook, export public folders to a .pst
file.

a. Log in as Administrator to a client computer.
b. Open Outlook.
c. In Folder List, select All Public Folders.
d. Follow Outlook help instructions for exporting all public folders to a
pst file. Ensure that you select the Include subfolders check box on the
page where you select the folder to export from.

*Note: The user account that you are logged in to for exporting the public
folders must have permissions to each public folder. Otherwise, you will
not be able to view or access all public folders.

2. Export the Administrator account mailbox to a .pst file.
3. Export the Administrator account mailbox rules.

Yes, you are right. After we re-install the server box with the same domain
name and computer name, there will be different SID in AD. So you need
re-join client workstations to workgroup mode and then join the SBS domain.
It is better to use setup client computer wizard (connectcomputer) to join
client workstations.

What is more, I would like to introduce you take a look at the following
documents to get some information about migration.

After migrate AD information, you can use the Exchange 2003 version of
ExMerge.exe tool to import the mailboxes from the PST files.
