How to reallocate a user CAL SBS 2003

Hi,

I don't understand how SBS 2003 licensing works. From what I can find
on google and the MS sites, neither does MS :)

MS talks about reallocating user licenses, but I can't find anything on
how this is done.

Does SBS simply work on concurrent licenses, even tho MS says it
doesn't.
