SBS 2003 User CALS

Hi,
We brought a new Win 2003 SBS server with default 5 user CALs. We had
20-25 users on this. We had requisitioned our Financial department for
additional 20 CALsbut with their paper work, the funds got delayed by
couple days.
Meanwhile on the second day I started getting message in the "Licensing
tab" 4 users out of 5 CALS - though we had 15 of them on that day.
Similarly on the next passing day, it kept mounting - 4th or 5th day,
it said, using 7 of 5 Licenses. On the 6th day, it started giving me
error message on the Server Terminal - You have exceeded ..... and an
OK button.
One of my user also got message during a sharing, "the server has
enough connections..." and did not get the shared directrory.
Does anybody know how this is going to go in future. Is it going to
kick off the users after some days ? Is only 5 concurrent users going
to get connection ?
I have already brought additional 20 user CALs, but my User base may
dynamically increase in addition to these 20 + 5 (temporarily) and
will take some time to understand how many licenses will I need
finally.
How does SBS 2003 behave in such cases ? Any ideas ?
