At this point, I recommend you use PFDAVADMIN tool to change the permission
to see if it helps. Before you run this tool, please pay more attention to
the following key points:

1. The PFDavAdmin tool need to be run on a computer that has the .Net
Framework 1.1 installed, running Windows 2000, Windows XP, or Windows 2003.

You can install the latest version of .Net Framework 1.1 from Windows
Update Web site and allow it to scan for all updates automatically:
http://windowsupdate.microsoft.com

2. Please run this tool from a client workstation rather than Exchange
Server itself. Also, the workstation where you plan to run this tool must
also be a member of the forest in which the target Exchange 2003 Server
resides.

3. The user running the tool must be logged into windows as an Exchange
Administrator.

Then let''s try the following steps to modify the permission:

1. Please download the utility from the following URL:

Microsoft Exchange Server Public Folder DAV-based Administration Tool
http://www.microsoft.com/downloads/details.aspx?FamilyID=635be792-d8ad-49e3-
ada4-e2422c0ab424&DisplayLang=en

2. Double click to run the tool, click File, click Connect.

3. Type the Exchange Server that hosts the Public Folder, then choose
Public Folders and then click OK.

4. Expand the Public Folder and right click the folder that you want to
change permission and click Folder Properties.

5. Change the permission in the new dialog box.


Additionally, in order to troubleshoot the Exchange System Manager hangs
issue, please reproduce this issue, and then run 'eventvwr.exe' (without
the quotation marks) on the command prompt on the SBS 2003 Server, and
check if there are any error messages about this issue, then paste the full
context in your reply.
