Is owstimer.exe necessary for SBS server?

Tech-Archive recommends: Repair Windows Errors & Optimize Windows Performance

Hi,

I have this owstimer.exe taking up about 40% cpu all the time. I have
rebooted the server a few times but it doesn't help. Is this service
necessary? It's running as "Network Service".
