HI Barry,
After checking your CEICW information, I am confuse with your IP setting,
(WAN IP)
IP address: 192.168.123.2
Subnet mask: 255.255.255.0
Default gateway: 192.168.123.254
Preferred DNS server: 192.168.123.254
Alternate DNS server: 209.91.128.11
Could you tell me if you have a router installed on your SBS domain, and
what is the default gateway point to, by the way what is the DNS server
192.168.123.254, is it a router or an additional server on SBS domain, it
seems not the ISP' DNS server, please also remove it from your CEICW if it
is not the ISP DNS server.
Please double confirm the above setting, also refer to my reply for further
information. Please also understand that POP3 connector will only
responsible for the email host on ISP, not relate to any thing with your
Exchange mailbox, if you want to send outbound email, you need to registry
the MX record on the ISP, although you use ISP smarthost to send email
outbound emails, you need to understand that this is different with the ISP
POP3 emails. I think this might be the root cause of your issue. (Please do
not set the POP3 connector to receive Exchange email, from your CEICW, I
can only see you host the email on your SBS 2003 but only use ISP for email
relay.

| I suggest you check the thing on two sides:

| 1. Check your POP3 connectors, do you set any routing rule to route the
| incoming email from POP3 connector to your Exchange mailbox? It seems you
| did not configure it correctly, so the email will stuck when you route
| incoming email to Exchange mailbox. Please double confirm it.
| 2. Please check your Exchange server, as you use smarthost to relay your
| email to your ISP, you must have a MX records on your ISP side, or you
will
| not be able to relay your email to your ISP smarthost, it will all stuck
on
| the outbound queue. Please ask your ISP for additional help.
|
| The above might be the cause of your issue, please feel free to post back
