Thanks for your update.

Please also edit the System.adm file under the folder: C:\WINDOWS\inf, and
then try to reload the file follow my suggestion in my previous post. And
then reboot the server to see if the issue be resolved.

If the issue persists, please run command "gpresult /v ->c:/servergp.txt"
and mail me the servergp.txt file.

Also please also mail me the System.adm files respectively under
C:\WINDOWS\inf folder and under
C:\WINDOWS\SYSVOL\sysvol\yourdomainname.local\Policies\{31B2F340-016D-11D2-9
45F-00C04FB984F9}\Adm folder for analyze.
