I'm not sure if it's a bug or not, but indeed message size is the culprit.

I keep an eye on those alerts, as you get a quick indication of what type of
large files are being received; and whether or not particular users need to
have limits placed on message size.

In your example case, by the Subject indicated - it appears to be an
email/attachment with a valid business purpose. Not so with all 'large
emails', if you know what I mean ;-).
