Thank you for posting in SBS newsgroup.

>From your description, do you mean you want to get the VPN connection
before logging in? If so, you can select the "log on using dial up
connection" when you boot up and get the Logon On window, VPN connection
will be established before the user logging on and then the domain user can
log on the domain via the VPN connection and the Group Policy can be
applied to the domain user.

If you can not find the option, you can click the Options to get it.When
the computers are in a workgroup environment, there is no "log on using
dial up connection".

As I know, you can log on using local account and then create a VPN
connection as following and then you can initiate the
connection prior to logon.

1. Right click My Network Places and select Properties.
2. Use Create a new connection wizard to add a connection to SBS.
3. Log off and then log on to the domain and select Log on using dial up
connection.
4. Click OK and you will get the Network Connection dialog.
5. You can select the VPN connection you have created just now.
6. Test if you can log on to SBS.
