Hi,
Thanks for your updates,
After carefully check your filemon log, we found the strange DLL file
should come from a web filter you have installed on your SBS 2003, we do
not know where it is come from, but we suggest you check it to make sure
that it did not implement on your SBS 2003, the filter should exists on
C:\Program Files\SurfControl\Web.
Because of this filter when you start the control panel then you will
encounter the problem, we do not think uninstall control panel will resolve
the issue , you might need to remove the filter completely.
Please also tell us what is the vcacpl.cpl, if you run on the command line,
what is the results? It should be a third party components, we also could
not find it on our SBS default setting.
