Thanks all for updates.

For the BCC issue, as I know, no filter or routing rule will apply to the
BCC field on POP3 email, it is by design of POP3 protocol, the POP3
protocol do not care who is in the BCC field, so that all the emails with
be sent without any filtering.

It might be some problem with the POP3 connectors, if you encounter any
problem on the filtering issue, if possible could you tell us what the
detailed problem. Sometimes a corrupt POP3 connector or IIS sink might also
cause this issue.
