I openned it, and it still fails in the same way.

All users can access from inside the LAN. From the outside, the login page is
never displayed so there is no way to test if any user can access.

This is just the public IP address right now, no names. Again, it works
internally.

Ok.

I ran through some of the suggestions you made below. Specifically, I checked
the settings within IIS and restarted the services. I also changed the
Web.config as described but the error page was the same as I usually get.

There was some interesting output from MSKB 886209 which asks you to run:
netstat -aon | find ":4125"
directly on the SBS server. When I do this, I get nothing. That is, there is no
output. Hitting enter just gives me the prompt again. When I change the port to
something like 443, I get the correct output. What does this mean?
