Hi Mark,

Thank you for posting here and many thanks for Lanwench's comments.

Please follow Lanwench's suggestion to disable the service on the
additional domain controller and then check whether the problem persists.

In addition, please make sure that you followed KB 327644 to add licenses
on additional server.
