Thanks for updates.
I am a little confused by your information. Here I would like to know if
the where the problem existing now?
It seems the issue occur when you receive internet email via POP3
connectors and reroute to your own Exchange mailbox then you find every
internet email send to you have been added a mspop3connector to the header?
If this is your issue and you can not run IISreset so all the IIS relate
setting might not be reset, I suggest you follow my suggestion in my first
reply again then run iisreset and paste the detailed error information so
that we can isolate what is the detailed problem, it seems the IIS services
is not configured correctly.

| IIS Admin is always in a started state after iisrest.

| I manually restarted IIS Admin and it says it has to restart:-
| WWW Publishing
| SMTP Protocol
| Microsoft Exchange Routing Engine
| HTTP SSL

| Event viewer shows no errors, system log shows them all stop control,
| Entered stop state however RE doesn't show as starting in the event log,

| is set to automatic but I can restart it manually. It doesn't log an
