Yes, as I said in the original post:

Bill can log on locally as a user, but he cannot log on remotely OR via
Remote Web Workplace. Bill is a member of both Remote User and Remote Web
Workplace Users. domainname\billslogon is also listed as a user on the
Remote Tab of the XP Client.
