Hello Colin,
Thank you for posting in the SBS newsgroup.
According to your description, I understand that you would like to query
Exchange 2003 Server to get the Outlook delegates list in SBS 2003 network.
If I have misunderstood the problem, please don't hesitate to let me know.
First, I would like to thank for your pre-troubleshooting process and
shared information.
Based on our research ant testing with our senior Exchange support
engineer, we can use Mailbox Information Program (MBInfo) to achieve this
goal.
Note: I will send this tool as attachment by email, please kindly check it.
1. Please kindly save the MBInfo attachment into SBS Server, and unzip it
to c:\Program Files\Exchsrvr\bin folder.
2. Make sure you are using the Domain Administrator user account to log on
the SBS Server, and has appropriate permission to run MBInfo.exe:

configure proper permission for this user account.

3. Run MBInfo.exe, click Next. Choose "Extract mailbox resources and
default folder permissions", click Next.
4. Check both "Check permissions on default folders" and "Extract
permissions only from folders that allow access to users other than the
mailbox owner" check boxes, then click Next.
5. Input Exchange Server Name (i.e. SBSServerName), click Next.
6. Highlight the Exchange Server, and click Add, then click Next.
7. Waiting on the process, then click Finish.
8. Open c:\MBINFO-PERMISSIONS.TXT file, you can open the file by using
Excel program, and then check Permissions (for Delegates).
