Generally there's no safe vs non safe cutoff temp. What happens is that
the rate of hardware failures tends to be proportional to the temp - as
the temp goes up stuff fails faster. Keeping it under 25 deg C is good -
but under 20 deg C is better.
Also watch out for hotspots where air doesn't circulate well.
Minimum temps will depend on humidity. The last thing you want is
condensation forming anywhere, but staying above 15 deg C should
avoid it. But conversely too dry then causes a problem with static
discharge.
