What's the error message you received when the VPN connection failed, 721,
800 or anyone else?
Generally speaking, to allow the VPN traffic pass through, we need to
enable TCP port 1723, as well as an additional IP port 47 (GRE protocol) on
the router. When a cable/DSL router cannot map GRE protocol 47 to the
Routing and Remote Access server, you cannot connect to the server from the
Internet.
To enable the VPN function on the SBS Server, please open Server Management
console and navigate to 'Internet and E-mail' snap-in. Click 'Configure
Remote Access' to enable the VPN service. Note: Please enter the public IP
address or valid domain name on the VPN Server Name page. (Please make sure
the domain name can be resolved to the public IP address).
In addition, can you VPN to the SBS Server from internal client? You can
refer to this KB article to configure the VPN connection on the XP client
computer (You can use the internal IP address of the SBS since the client
is inside the LAN):

Meanwhile, to verify whether the router is the root cause, please do the
following steps:
a. Please temporarily place a client directly connected to the external NIC
of the SBS Server. You can connect the external network adapter of the SBS
Server to a simple hub and connect the client to the same hub.
b. Manually configure the TCP/IP settings on the client computer to be on
the same subnet as the external network adapter of the SBS Server.
c. Turn off the Firewall Client on the client computer. (if installed)
d. Configure the VPN connection on the client and do a VPN test.
Does this problem persist?
Moreover, I suggest you contact the vendor of the hardware router to see if
the product supports VPN or they could provide any useful information.
