Thanks for updates.
Based on my research, the issue should be related with many reason, please
refer to my suggestion below for some further testing and paste the
results.
Please double check your IE security settings. Because SBS Network
Configuration Wizard is an ActiveX control which will be downloaded from
server to client while running start.htm, if the security settings for
ActiceX control is "denied", you can not run it.
- Does the issue occur to the only client computer? Can you run the Network
Configuration Wizard on another client computer?
- Is the PDA only pointing to the IP address of the internal NIC for DNS?
- Was the SBS 2003 upgraded from SBS 2000 with IIS Lockdown or URLScan
installed? If so, either remove the URLScan security tool from the IIS
default Web site or modify the configuration of the tool to allow .exe
files.

- To further troubleshoot the issue, please send C:\Program Files\Microsoft
Windows Small Business Server\Clients\SBSNetSetup.log and
C:\Windows\Debug\NetSetup.log to me. They are both located at the PDA, then
paste the detailed log file to the newsgroup or send to me. Please make
sure that the files is got from your PDA not the SBS server. You can send
it to my mailbox v-chayan@xxxxxxxxxxxxx
