SBS2k3 Premium with Exch SP2 IMF won't move UCE to junk mail folder

Good evening NG,
I have a customer where the Exchange 2003 Intelligent Message Filter does
not seem to be working.
We have the gateway set to an SCL of 7 and the Junk Email set to and SCL of
3. We turned on the show SCL registry setting and can see gateway archived
spam going into the UCEArchive folder properly and the SCL is 7 or higher.
However, spam is just not going into the users junk email folders at all. I
found a template to add to the Outlook forms directory that will expose the
SCL in a message and list it in its own colum. Heaps of emails are showing
and SCL of 3 or higher but they are staying in the inbox.
The users have Outlook on terminal server so can't use Outlook in cached
mode to have local filtering. It is essential we get this working on the
server.
Can anyone advise how to solve this? Trawling google has not been much help.
The nearest thing I could find spoke about the moving to junk mail folders
being based on server side Exchange rules. Could these be broken? And if so
where do I find them?
Any help would be greatly appreciated.
