I think you might have identified a link between this problem and what I
describe as an 'Intermittant GPO failure to apply' problem. Although not a
100% solution I have found that MSN Messenger is largely responsible for
causing these. When I had MSN completely uninstalled and deleted from all
machines I found that my Computer Group Policy GPO failure problem only
occured very rarely but now that the users are having MSN reinstalled the
problem is returning. I have two machines that have never had MSN messenger
installed and these both work perfectly, neither have ever suffered the GPO
failure problem.
