I understand that you want to transfer the CALs from one SBS server to
another.
Analyzing and suggestion:
=============
Generally speaking, we can only transfer the existing license to a general
hardware. Here I would like to give you some explanation about license
issue. After making significant changes to server hardware or installing
SBS on another server, users will not be able to restore licenses from
backup. The Transfer License Wizard is required to reactivate licenses on
the server. The telephone method of contact is the only method to transfer
licenses; online reactivation is not available. The Transfer License Wizard
enables users to reactivate previous activated licenses. The wizard will
generate an Installation ID per license code. A Microsoft Customer Support
Representative will then generate the Confirmation ID per each Installation
ID you provide. The Confirmation ID is used to reactivate the licenses
during the Transfer License Wizard.
So you might have to backup your current license then use the transfer
wizard to transfer the backup license to the new SBS 2003 server, but you
need to contact the license office as you have to reactive the license due
to hardware changed. But you need to ask the license office to help you
delete the license on the old SBS server. Please refer to the following
about detailed information relate to license office:

option 4), Monday through Friday, 6:00 A.M. to 5:30 P.M. (PST) to speak
directly to a Microsoft licensing specialist.

contact information in their locations.
