Hi Greg,
Thanks for posting here!
For your description, I understand that you want to access to client
computer remotely when there is a user who are using the computer. If I am
off base, please don't hesitate to let me know.
What is OS of your client computers? If it is Windows XP professional, the
shadow session could not be created directly on Windows XP computer. In
Windows XP professional, you could active only one user session at one time
(in other word, if you terminal to one XP workstation console, the user who
are using the computer will be logoff), the shadow session could not be
created directly on Windows XP computer.
To work around this issue, you need to remote desktop to a Windows 2003
server, and then, in this RDP session, use RDP again to remote to your XP
client computers. On another client computer, use RDP session to connect to
Windows 2003 server, and then, use Shadow command to shadow the original
session so that you could control the remote session to the XP computers.
Microsoft also publishes a KB to describe this work around in detail.
Please refer to it.

Hope above information helps! I am happy to be assistance of you and look
forward to your reply!
Have a nice day!
