Regarding to your post, I am not sure what your situation is and could you
kindly give me more information to isolate the issue?
1. How you restore the Administrator's profile?
I suggest you carefully refer to the following KB article to get detail
steps to restore user profile.

2. Where the user profile locates? On the server box or one client
workstation? Why you reinstall the server box?
3. Please try to create a new domain admin user account and Re-try to
restore the user profile, what is the result?
Also please help me collect the following log files:
1. Please compress and email me the following log files:
C:\Program Files\Microsoft Integration\Windows Small Business Server
2003\Logs folder
2. Please save a text copy of Application /System log:
A. Open Event Viewer: Start -> All Programs -> Administrative Tools ->
Event Viewer.
B. Right-click on Application/System log and select "Save Log File As?".
