WSS - companyweb ... are CALs required for all users?

I have a request to make (only some) Document Libraries within companyweb
available to a few dozen external users.
For now any users that access companyweb have system Usernames (CALs) and
log on only from LAN attached devices, or RWW.
There are some users that connect through a Hardware VPN router directly to
the LAN to access shared folders (not on the SBS2003 server) and an FTP
library ... it is these users (without an SBS 2003 Username) that I am being
requested to give access to some of the Docment Libraries.
I'm having some trouble figuring out how to do this (technically) properly
and within the licensing restrictions.
A URL to some 'how to' information would be very helpful. Does anyone know
where to find this kind of info?
