Only one tape, as in, one particular tape, or as in, all of them?
What is the drive rated for? You do know that 2:1 compression will never
ever happen in the real world, right?

But by telling your job to use hc:/off, you're telling it *not* to use
hardware compression. NTBackup by default doesn't use software compression,
IIRC.
I suggest you use the HP tape diagnostic tools (HP should be able to help
you download/run this).

Where did you see the parameters you posted earlier?
NB: You can always set up a test NTBackup job to play with this, and not
mess around with your default backup....this should be just a
troubleshooting exercise anyway.
