>From your description, it seems the issue only occurs on one special remote
domain. So I suggest you enable message tracking as the KB article below to
check where the emails is stop, is it sent from our SBS server. You can
enable the message tracking as the following steps:

246856 How to enable message tracking in Exchange 2000 Server and in
Exchange
http://support.microsoft.com/?id=246856

Then try to check if the test emails is being sent out to the remote
domain.

Please also refer to my suggestion to check if you use smtp in the command
line what is the error message, does the issue still exists or not?

You can also check the event view to see if there are any Exchange
transport error messages, please also paste it to the newsgroup.

You need also check with the remote domain to see if they have some special
configuration for the internet emails, as I know some of the remote mail
server perform the reverse DNS lookup which need a MX records on the
internet, and have special configuration on the SMTP command. Which might
cause the issue.
