I understand that the registry keys are correct on your computers. Please
see my following suggestions:
1. Firstly, please make sure that those clients who have Messenger service
installed on workstations can successfully receive the receipts.
2. Please check whether there is any virus on SBS Server and problematic
client workstations.
3. Since the service is not available on client workstation, this should be
a client side issue. I suggest that we repair Windows XP installation to
get the service back.
[Note]: We suggest that perform the steps on one problematic client
workstation first and see whether the issue will be solved.
