I understand that you have following issues:
a. Set up a web site in IIS, but get a Certificate error message when
trying to access.
b. RPC over HTTPS does not work.
If I have misunderstood your issues, please let me know.

Issue a:
Due to lack of detail information, I need your help to gather following
information for troubleshooting:
1. Could internal clients access the web site you created?
2. Could you access the web site on the server console?
3. What exact the site it is?
4. What is the exact error message? Please type the error message word by
word to the Newsgroup so we can have a clear idea of the scenario.

Issue b:
1. You mentioned "I am not having much luck", I need to know what exact
issue you have got. Do you meet any error message? If yes, please type the
error message word by word to the Newsgroup.
2. I also suggest that fully explain the RPC over HTTP issue so we can have
a clear idea of the scenario.
3. Did this issue occur before? Did you make any changes or install any
updates on the server, recently?
For your additional information:
If you are using SBS 2K3 server, you can configure RPC over HTTP and
publish it. To do so, please see the following documents:

You must provide Windows account credentials when you connect to Exchange
Server 2003 by using the Outlook 2003 RPC over HTTP feature

To use Outlook 2003 RPC over HTTPS your client PCs must trust the root
certificate
