I understand that you want to know:
a. Whether Internet remote users need license to use VPN Connection to SBS
Domain.
b. How to configure VPN.
If I have misunderstood your concern, please let me know. Please take your
time to see my reply for each of your questions:

For question a:
Yes, as Joel said, you need to configure license for each of the Internet
Remote Users. This is because you need to create each of the Internet
Remote Users' account on SBS Server for them to input their credential,
when they using VPN. SBS 2K3 provides for a maximum user load of 75.
To create user account, please see:
a. Expand to Server Management\Standard Management\Users.
b. On the right pane, click Add Multiple Users.
c. Run the Add User Wizard.
d. Grant User Template to them.
e. Add each of the remote users.
f. Finish rest of the wizard.

For question b:
To set up VPN for remote users, please see:
I assume that your Network Topology is:
{Internet Remote Client} {Router} {Internet} {Router} {NIC1} {SBS 2K3}
{NIC2}
1. Rerun the Configure E-mail and Internet Connection Wizard.
a. Expand to Server Management\Standard Management\Internet and Email.
b. On the right pane, click Configure to the Internet.
c. Proceed to the page of Services Configuration, check the box "Virtual
Private Networking (VPN)".
d. Finish rest of the wizard.

2. After you step 1, please run the Remote Access Wizard and input the
correct FQDN as VPN Server.
a. Expand to Server Management\Standard Management\Internet and E-mail.
b. On the right pane, click Configure Remote Access and run the Remote
Access Wizard.
c. Proceed to page of VPN Server Name, input the SBS server's FQDN.
d. Finish.
3. Now, please go to the remote client workstation, and perform the steps
in the following KB article to set up VPN connection on client workstation.
