To narrow down this issue, please refer to the following questions and
steps:

1. I think this problem can occur if you are using NTLM authentication to
the proxy server for Exchange, but Windows does not automatically send the
NTLM challenge/response data. Windows does not do this because the older
LANMAN challenge/response password is included in the authentication data.

If this is the case, let''s try the following steps to see if it works:

- Make sure Outlook is using NTLM for authentication in the Exchange Proxy
Settings page.
- After that, click Start, and then click Run.
- In the Open box, type regedit, and then press ENTER.
- In Registry Editor, locate the following subkey in the registry:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Lsa\
- In the right pane, double-click LmCompatibilityLevel.
- In the Value data box, type a value higher than 2 that is appropriate for
your environment, and then press ENTER.
- Quit Registry Editor.
- Repeat the above steps to add the registry key on Outlook 2003 computer,
RPC Proxy server and the Exchange server 2003.
