According to your description, I understand that the Exchange and IIS don't
work on the SBS 2003 Server. If I have misunderstood the problem, please
don't hesitate to let me know.
To narrow down this issue, please answer and perform the following
questions and steps:
1. What does the "IIS isn't started" mean?
A. Please run "services.msc" (Without the quotation marks) on the command
prompt on the SBS Server, check these services' running status of the
"World Wide Web Publishing service" and "IIS Admin Service".
B. Please run "inetmgr.exe" (Without the quotation marks) on the command
prompt on the SBS Server, click Web Sites, please check these web sites'
running status.
2. As you mentioned "it's getting all the messages but is not delivering
it to users", can I assume you are using the POP3 Connector to retrieve
incoming email? If so, please kindly refer to the following information to
troubleshoot this issue:
Mail is downloaded, but is not reaching the user mailbox
In this situation, there may be an issue either with Mailflow or the
configuration of the POP3 connector itself.? Some possible steps to take
here would include:
1) Stop the SMTP Virtual Server (not the service).? Initiate a POP3
download.? You will find the message is placed into the mailroot\Pickup
folder.? From here, you can use Notepad to open the mail message and view
the content.? The main thing you are looking for here is the header
information.
2) Increase the level of diagnostic logging to maximum.? Initiate a
download of POP3 mail and then check the event viewer for POP3 events.
3) If IIS or SMTP has been removed and then reinstalled, the POP3 Conn
Event Sink will no longer be registered and therefore messages will NDR
with the mspop3conn recipients.? To fix this, run imbreg.exe which is
located in the %systemroot%\Program Files\Microsoft Small Business
Server\Networking\POP3 folder.

3. For the Event ID: 1009, Source: MSExchangeMU, based on my research,
this event error occurs when your IIS has not fully started and Exchange
tries to access IIS. Exchange 2003 passes the task of communicating on
Internet protocols to IIS and gains all the advantages that IIS has to
offer, such as Virtual Server technology.
4. For the Event error "EventCode=1005 Source=dsrestor". Based on my
research, the dsrestore process is used to synch the domain admin password
with the dsrm password. In the past the DSRM password was set during
dcpromo and had no way to be in synch with the domain admin password unless
the admin manually changed it. The dsrestore process will run every 30 mins
to verify that the passwords are in synch. If they are not, dsrestore will
synch them. The 1005 error indicates that dsrestore was unable to connect
to the sam and verify the passwords are in synch when the server boots.
Therefore, I would like to recommend that we reset the DSRM password to
match the domain admin password by using ntdsutil. For the detailed
instructions on how to use ntdsutil, please refer to the following MS KB
