Not sure... the goal here is to force the device to connect via ISA first
(not IIS directly). Since ISA has the correct cert, but IIS does not.

However, I just tested this on a machine that is running ISA2k and using the
external NIC IP reported back the external cert. I wonder if this an issue
on 2k4?
