remote access to email

I have clients running xp for tablet pc that are having issues with remote
access to exchange. When we can establish a VPN connection everything works
fine. However, at some locations they work from, outgoing VPN is blocked. I
attempted to use Exchange over the Internet, however, that connection keeps
prompting for a username and password and doesn't seem to connect. I
followed the instructions outlined in help on the sbs and some suggestions
from this forum. I'm wondering what I'm missing. I'm also wondering if using
pop3 server may be a better solution. I'm not sure how the pop3 solution
affects the endusers when they're in the office. I'm also not sure how they
send mail when there out of the office. Can the mail be sent back to the
exchange server for forwarding?

Thanks
