I have not set up a WEP-based wireless network, so the following is
speculation on my part. For a more definitive answer, you might want to
review "Microsoft Solutions for Security: Securing Wireless LANs with
Certificate Services" (search their website for this). It's lengthy and
complex, but based on WEP.
With that said ... You might try setting initial WEP keys and HOPE that
they are just "starting points", that is, changed once the RADIUS
authentication has completed. However, this is a guess.
