Thank you for posting here.
Your understanding is mostly right. As I know, if we installed ISA Server
on the SBS Server, the RRAS will no longer perform the NAT (Network Address
Translation) function and port forwarding function. Once we run the CEICW
Wizard, it will automatically create the access rule/publishing rule for
the ISA Server.

However, the RRAS will still take the main responsibility to perform the
VPN function. You may refer to the following article for more information:

Moreover, there is no way to separate this task. Once we install the ISA
Server, it will modify the registry key and all the corresponding services
will be provided by ISA instead of RRAS. This is a by-design behavior.
