Based on my experience, it is OK to run Microsoft Windows Small Business
Server Setup. I can give an example below.

We have received some issues from customers, their Monitoring, Fax Service
or the other components cannot work correctly. Sometimes we need to
reinstall the specific component to solve this issue. To do so, run the
Microsoft Windows Small Business Server Setup, select "Reinstall" action
for Monitoring, Fax Services or corresponding Components to reinstall.

However, since we do not have the exact information what former
administrator had setup on the server, for example, SharePoint Service,
Administration, we cannot fully guarantee that run Microsoft Windows Small
Business Server Setup will be enough or cause any unpredictable issues in
the future.

For your second question, are Fax Services absolutely necessary? It depends
on your requirement. If you need to send/receive fax, then you need to
install Fax Services on the server. You also need to contact the Faccom
server application vendor to check whether it works compatible with Fax
Services.
