Actually, this issue could happen if the user alias and email alias are
different. To resolve this issue, I would like you to check the following
article. The following articles are for Exchange 2000 system, but the steps
can also be applied to your scenario. Please try them one by one.

After checking the above KB article, please try to test your issue again.
If the problem persists, please let me know what mail client that you used
to retrieve POP3 mail on the client workstations. I would also like you to
capture a screenshot of the error message when you try to access your POP3
account. Please send the screenshot to v-jerryz@xxxxxxxxxxxxx
