Making SBS a file server



I want to transfer over a PC that is running W98 and acting as a server, to
sbs2003. i need to make changes slowly and would like to have open access to
the data transferred across to the new SBS2003 server by anyone on the
network, They might be running W98, XP etc. If i pick "everyone" and give
them full rights this seems to work ok. However, when i try to access
printers that are IP printers that are served by SBS2003, by say non domain
PC's i can't. Which user should i nominate to give full access to. The
SBS2003 facilities will have to be introduced later. Any help appreciated
