Before we go to troubleshoot this issue, please understand that Windows 98
is not a fully supported client OS on SBS domain. It might be some
limitation when using Windows 98 clients to access SBS domain resources.
Since Windows 98 clients is not actually logon SBS domain due to SMB
signing is enabled on SBS domain by default.
Suggestions:
Since the SMB signing is enabled on the SBS 2003 server, the Windows 98
users may not actually logon the network. By default, security settings on
domain controllers that run Windows Server 2003 are configured to help
prevent domain controller communications from being intercepted or tampered
with by malicious users. For users to successfully negotiate communications
with a domain controller that runs Windows Server 2003, these default
security settings require that client computer use both server message
block (SMB) signing and encryption or signing of secure channel traffic.
Since the Windows 98 clients are not fully compatible with the SMB signing
and then the problem could occur. Please refer to the steps below to
disable SMB signing:
1. Open the Default Domain Controllers Policy.
2. Open the Computer Configuration\Windows Settings\Security Settings\Local
Policies\Security Options folder.
3. Locate the Microsoft network server: Digitally sign communications
(always) policy setting, and then click Disabled or Do Not Configure.
It is also recommended that you install the updated DSclient (the one
included in the SBS 2K3 setup CD cannot be installed on 98 clients) on the
98 clients.

In addition, please also note that although you can use Windows 98 and
Windows NT clients in the domain, you won't have full functionality and you
will have to manually configure clients networking, configure it to logon
to the 2003 domain. Please open SBS 2003 "Help and Support center", click
"Configure client computers"-->"Manager client computers running earlier
version of Windows". Refer the instructions to configure the legacy OS
client computer.
