Partially Received Fax Problem

I recently installed a US Robotics V92 56k PCI Fax modem on Windows
Small Business Server 2003. I can send faxes easily, and faxes that I
send are received at their destination without error. Receiving faxes
is a different matter, however. About 80% of incoming faxes show up
with the status 'Partially Received' in the Fax Console. The server
then routs the fax to our printer, and prints what it managed to
receive. An example of the error message in the event log is as
follows:
An incoming fax could not be received due to a reception error. Only
part of the incoming fax was received. Contact the sender and request
that the fax be resent. File Name: C:\Documents and Settings\All
Users\Application Data\Microsoft\Windows
NT\MSFax\Queue\1C5CE7E08C7A5.tif. From: xxxxx. CallerId: . To: Brad's
Office. Recovered Pages: 2. Total Pages: 3. Transmission time: 0:00:51.
Device Name: U.S. Robotics V92 Fax PCI.
I have set the baud rate on the modem to 9600 and disabled compression.
I have also set it to answer after four rings. I have tried the
Initialization String S10=255 &U3 &N8. I don't think it's a phone line
problem; like I said, I can send faxes perfectly, and our old fax
machine was using the same line and never had a problem receiving.
Is there anything left that I can do to troubleshoot this problem other
than get a new modem? And if I get another modem, which one is
recommended? Unless I was looking in the wrong place (which is
entirely possible), the US Robotics modem was the only Fax Modem on the
Windows Server 2003 compatibility list.
