Issue description:

I understand that you encountered the error #50070: Unable to connect to
the database STS_Config on SV001\SharePoint. Check the database connection
information and make sure that the database server is running.
Analyzing and suggestion:
===================
Generally speaking, this error indicates that the comapnyweb is not
correctly configured. On SBS 2003 the SQL server is not the required
components we can MSDE for sharepoint database. In order to make the issue
more clearly, please help gather more information:
As you could not access the companyweb any more, I suggest you check does
it occur also on some other internal website like RWW or OWA, you can rerun
CEICW to see if the issue can be resolved. You can follow the KB article
below to run CEICW wizard.( Please kindly perform the wizard first, this
will help us correct some misconfiguration on IIS)

Please also check the IIS to see if the anonymous access is allowed for
default website, ( not for companyweb, it is not allow to access for
anonymous by default). You can navigate to server management the expand to
IIS node, right click the default website, in the directory security, make
sure the directory security is allowed for anonymous access, as I know some
of the third party software will change the password or account, so it
might not work. You can also run iisreset on command line to restart IIS
services to see if the issue can be resolved.
If the problem still exists, you may have to reinstall companyweb
components on SBS 2003, you do not need to install SQL server. You can
refer to my suggestion below:
You have to reinstall the companyweb or restore it from the former backup.

Before we go any further, please let me know if you have installed SBS SP1,
if you have already installed it please change the registry below:
You just need to change the value of 'isrunfromweb' to '2', under
HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\SmallBusinessServer
Then follow the KB article below to reinstall companyweb to see if the
issue can be resolved:

If you did not install SP1, you can just follow the KB article above to
reinstall companyweb.
